Budget Advisory Committee

About the BAC

The Budget Advisory Committee serves the Board of Education in an advisory capacity by recommending ways to improve the district budget, the budget process and its presentation to the community. The Committee convenes to review and study the district’s finances, recent history, current status and pending issues in order to fully understand the needs of the district, both present and future.


The BAC is made up of two Board of Education members, six community members, two district employees, the school business official, and the superintendent. Community members serve two-year terms on the committee.

BAC meetings take place from 6 p.m. to 7:30 p.m. in the Business Office on the scheduled meeting dates, unless otherwise noted. These meetings are open to the public. More meetings may be added if deemed necessary by the committee and/or the Board of Education.

November 21, 2016- Present Budget Calendar to the BOE

November 28, 2016 – Meet with building principles, PPS Director, non-instructional supervisors and distribute budget guidelines

December 5, 2016 – Meet with finance committee and discuss requests made by budget builders

December 8, 2016 – Meet with Health Insurance Committee to discuss costs and coverage

December 12, 2016 – Meet with Budget Advisory Committee regarding requests and parameters

January 9, 2017 – Meet with finance committee and Budget Advisory Committee regarding parameters

January 12, 2017 – Meet with budget builders regarding requests and priorities

February 2, 2017 – Final requests from Budget Builders

February 9, 2017 – Meet with Budget Advisory Committee to discuss the budget forecast and final requests

February 13, 2017 – Present 2017-2018 preliminary budget forecast and budget assumptions to the BOE

February 28, 2017 – Meet with Budget Advisory Committee regarding draft budget

March 1, 2017 – Submit 2017-2018 calculation for tax levy limit to the Office of the Comptroller, Tax and Finance and SED

March 9, 2017 – Meet with Finance Committee regarding draft budget

March 13, 2017 – Present Budget to the BOE

March 29, 2017 – Legal notice of school budget hearing and budget vote. Must advertise four times within seven weeks of the vote with first publication 45 days before date of budget vote.

April 10, 2017 – Final draft of budget presented to the BOE, adoption of budget, finalize the 2017-2018 educational plan and budget. BOE adoption of budget. Appoint clerks and inspectors of elections for the budget vote.

April 11, 2017 – Property Tax report card submitted to SED and the local newspaper.

April 17, 2017 – Deadline for submission of petitions for nominations of BOE candidates. Inform candidates of legal requirement for all candidates for election to BOE to file sworn statements of campaign contributions and distribute informational material. First sworn statement to be filed with the District Clerk and Commissioner of Education by this day.

April 18, 2017 – prepare absentee ballot applications, absentee ballot, related envelopes, and directions. District Clerk will draw to determine the order for listing BOE candidates on the ballot.

May 1, 2017 –Budget Statement books delivered to local libraries and available in all District Offices.

May 8, 2017 – Budget Hearing

May 9, 2017 – Mail out the budget newsletter, prepare voting machine inserts and send to the Albany County Board of Elections.

May 11-15, 2017 – District Clerk must maintain a list of names of those residents who were given absentee ballots and make such list available for public inspection the five days prior to the Budget Vote.

May 11, 2017 – Second sworn statement of campaign contributions or loans by candidates for membership on the Board of Education to be filed with the District Clerk and the Commissioner of Education.

May 16, 2017 – Budget Vote Day

June 15, 2017 – Last date to file with the District Clerk and Commissioner of Education final sworn statement of campaign contributions by candidates for membership on the Board of Education.

June 20, 2017 – Budget re-vote day (If necessary)

July 1, 2017 – Implement the 2017-2018 Budget
